Tiny weapons are the only weapons which count as light weapons for creatures of small stature like gnomes and halflings and hence can be wielded in the off-hand to minimise dual-wield penalties.

Weapon finesse applies to all tiny weapons except the the throwing weapons (dart and shuriken).
